This is interesting if you are saying that a builder/tiler has to pay to take away and dispose of offcuts/tiles when I live 5 minutes away from a recycling centre and don't have to pay to dispose of them, then why would he want to take them with him and then have to pay to dispose of the offcuts out of his own pocket?
