Concrete lintel foundation in footings

Hello,

Doing a garage conversion, Building Control wants a lintel foundation in the garage door opening.

I did the excavation, and the footings are at the different depths, the wall next to the house has a deeper footing than the opposite wall.

What is the proper way to approach this, how do I raise the deeper footing to match the opposite one?
