Plaster not dried in patches on internal wall

Hi guys!

Having a bit of an issue with some patches of plaster! The circular bits on the photo that still look damp are where there was a coat rack that got pulled out of the wall. We got someone in to replaster the whole wall, and everywhere else has dried nicely just not in those two patches! What should we do?
